Cottonwood County board approves HVAC quotes, WIOA agreement and a $64,770 fund transfer

At its June 2 meeting the Cottonwood County Board of Commissioners approved several administrative and fiscal items affecting county operations and facilities.
County Coordinator Kelly Thongvivong presented quotes from Schwalbach Hardware for a new air conditioner ($17,043) and a new furnace ($11,142) for the DVHHS Public Health building. The board voted unanimously (motion by Commissioner Wayne Maras, second by Commissioner Larry Anderson) to accept the Schwalbach Hardware quotes.
The board also approved the Workforce Innovation and Opportunity Act Joint Powers Agreement for the period July 1, 2026, to June 30, 2030 (motion by Commissioner Donna Gravley, second by Commissioner Wayne Maras).
County Auditor/Treasurer Carolyn Rempel presented and the board approved June warrants totaling $97,258.49 across multiple funds, including County Revenue ($9,995.16), Ditch Fund ($42,204.73), Road and Bridge ($17,364.21), Waste Abatement/SCORE ($5,315.00) and Landfill Enterprise ($22,379.39). Separately, Rempel said a state auditor had queried the treatment of $64,770 that had been moved to a Tax Forfeiture fund after the 2020 Tax & Penalties Fund was not settled. The board voted unanimously (motion by Commissioner Donna Gravley, second by Commissioner Larry Anderson) to transfer $64,770 from the Tax Forfeiture fund to the General Fund.
County personnel business included a motion to change James Erickson from part‑time jailer/dispatcher to permanent part‑time status effective June 4, 2026, after successful completion of his one‑year probationary period (motion by Commissioner Donna Gravley, second by Commissioner Larry Anderson; unanimous).
Other items: the board agreed that commissioners attending broadband meetings may claim a per diem (motion by Commissioner Larry Anderson, second by Commissioner Wayne Maras; unanimous). Chair Tom Appel reported Murray County may share Public Works Director applicants and the board reached consensus that Appel and Commissioner Larry Anderson would serve on a joint interview committee if Murray County agrees. Chair Appel also provided brief updates on building projects, pesticide recycling, upcoming budget meetings and ditch repairs on JD#24/Red Rock Rural Water lines.
