Duluth council approves consent agenda including appointments, workers' compensation budget amendment and election IGA

Items approved included multiple reappointments and appointments to boards and commissions, an intergovernmental agreement authorizing the use of Gwinnett County voting equipment for the 2023 General Municipal Election, adjustments to the budget related to workers' compensation and police vehicle proceeds, and an amendment to the city's open records officer designation.
Specifically, the council approved Ordinance 02023-07 to reappoint Shenee Holloway to the Planning Commission through March 31, 2027; Ordinance 02023-08 appointing Ken Sebastian and Heather Blanchard to the Duluth Public Art Commission (seats expiring 3/31/26 and 3/31/24, respectively); Ordinance 02023-09 reappointing Mayor Harris to the Urban Redevelopment Agency through March 31, 2027; and Ordinance 02023-10 reappointing Verdi Avila and William Latta to the Zoning Board of Appeals for terms ending March 31, 2027.
The council also approved Ordinance 02023-11, housekeeping amendments to Chapter 3 of the Duluth Code related to alcohol, and Ordinance 02023-12 to set the City's permit fee schedule as presented by Planning staff.
On budget matters, staff described a large workers' compensation claim involving a police officer that required the City to meet a $650,000 retention under its excess policy. City staff reported total claim expenditures of $1,627,306.29 and reimbursements received of $977,306.29; the most recent reimbursement of $359,164.56 was added by ordinance BA-FY23-22 to Workers Compensation revenue and an insurance claims/claims police uniform line to support current and anticipated claims through year end. The Police Department reported proceeds of $14,700 from a vehicle auction; ordinance BA-FY23-23 placed those proceeds in the Police Consolidated Vehicle Maintenance - Vehicles line item.
The council approved an amendment (Resolution R2023-06) to designate John Gracia as Administrative Assistant/Records Officer, amending a prior resolution. The council also authorized Mayor Harris to execute an Intergovernmental Agreement with Gwinnett County for use of voting equipment in the 2023 municipal election.
A motion to approve the consent agenda was made by Councilmember Whitlock and seconded by Councilmember Graeder; the motion carried with three votes in favor. No dissenting votes were recorded. The council did not separately debate most consent items during the meeting.
