Planning Director Forrest Huffman presented the kickoff for FORWARDuluth, the City of Duluth’s 2040 Comprehensive Plan update, and outlined the plan elements the Department of Community Affairs requires and a tentative public schedule aimed at final adoption in February 2024.
Huffman said the plan will address vision and goals, needs and opportunities, a community work program, broadband, capital improvements (CIE), land use, economic development, transportation and housing. He told the council staff will emphasize character areas and “Future Land Use” maps, and highlighted staff interest in core neighborhood areas, the River Green, employment districts, housing and natural resources.
The presentation described which elements require updates at the five‑year mark — notably needs and opportunities, community work program, report of accomplishments, broadband and land use — and encouraged residents to attend meetings and provide feedback prior to anticipated final approval in February 2024.
Huffman also outlined a tentative schedule of events and meetings for the five‑year update and invited public comment and participation at the meetings so staff can incorporate community input into the draft plan. The council did not take formal action on the presentation during the meeting.
