Mayor Nancy Harris opened the Feb. 27 work session with a staff report listing recommended appointments and reappointments to several boards and commissions.
Staff asked the council to place the nominations on the next consent agenda. The slate included Robert W. Edwards Jr. to the Alcohol Board (vacancy, term to 3/31/26); reappointments to Duluth Municipal Court for Chief Judge and Court Administrator Charles L. Barrett III and associate judges Margaret Gettle Washburn, Claude Mason and Chung Hun Lee (one-year terms); Planning Commission reappointment Shenee Holloway (term to 3/31/27); Public Art Commission appointments Ken Sebastian (to fill Marty Dorfman's seat, term to 3/31/26) and Heather Blanchard (to fill the unexpired term of Kristina Jackson, term to 3/31/24); reappointment of Mayor Nancy Harris to the Urban Redevelopment Authority (term to 3/31/27); and reappointments to the Zoning Board of Appeals for Verdi Avila and William Latta (terms to 3/31/27).
Councilmember Graeder also noted a pattern of canceled board meetings over the past year and recommended using ad hoc committees when appropriate. Staff was authorized to prepare ordinances and place these appointment items on the council consent agenda; no formal vote on the appointments was recorded at the work session.
