The Planning Commission recommended approval of petition A-2-26 to annex approximately 0.14 acres located at the intersection of Elgin Avenue and Leach Avenue (identified in the staff report as roughly 502 Leach Ave) and classify it as R-3 one- and two-family residential. The applicant, Raul Ramirez, said he wants the property annexed into the city to consolidate it with the adjacent house lot and construct an accessory structure in a later, separate process.
Staff said water and sanitary sewer lines are located approximately 30–40 feet east of the subject property within the city right-of-way and that the property owner would be responsible for bringing water and sewer service to the lot and paying tap-on fees and applicable development impact fees if the lot is developed. Staff also said that East Joliet Fire Protection District detachment fees totaling $263.35 have been paid; the lot is not in a library district so no library detachment fees apply. Staff recommended the commission forward the annexation and annexation agreement to City Council with a recommendation of approval.
Raul Ramirez was sworn and asked about pouring concrete; staff clarified that any concrete work or accessory structure permitting would require a separate application after annexation and potential zoning actions. The commission moved and by roll call recommended approval to City Council; staff will notify the petitioner when the item is scheduled for council consideration.
