Otsego Planning Commission reviews HoM Flats at River preliminary site plan; staff seeks RPUD text amendment

City Manager Mitchell presented a preliminary site plan for the HoM Flats at River redevelopment and explained the Planning Commission’s procedural role on July 22, 2024. Mitchell said the city’s current Zoning Ordinance does not include an appropriate Planned Unit Development category for the proposal and that a new RPUD — Redevelopment High‑Density — will be required before a final site plan can be approved.
Commissioners discussed site design elements including vehicular and pedestrian entrances, parking counts and configuration, open space requirements, review by the Fire Department, walkability between buildings, unit mix and sizes, visitor parking and exterior lighting. Mitchell emphasized the submission was a preliminary plan and that the forthcoming official site plan will include the technical details discussed by the commission.
Lori Costello of PCI summarized the proposed RPUD text amendment to the PUD section of the Zoning Ordinance and invited the commission to propose edits. The commission was asked to submit recommended changes and additions by email to City Manager Mitchell; no formal vote on the RPUD text or the site plan occurred at the meeting.
Next steps: staff will circulate the RPUD draft language to commissioners for review and the applicant will prepare a full site plan with the detailed technical information required for formal review and potential future action.
