Staff told the committee that the current charter subjects every city employee to civil-service provisions and that the proposed change would limit mandatory civil-service to positions covered by state law (police and fire), aligning Everett with typical municipal hiring practices.
"Right now under the city charter every single employee is subject to civil service provisions and this would change that so just the ones under state law so that's basically police and fire," Gregerson said, describing how non-public-safety positions would move to a more conventional hiring process that relies on short lists and interviews rather than long-standing eligibility lists.
Members noted the change would require bargaining with labor groups and that the item would have to appear as a separate ballot proposition. Staff said they were still evaluating whether to combine this with other propositions; no motion or adoption occurred at the meeting.
