Manti presents FY2026-27 budget outline, proposes modest utility rate increases, and awards chip‑seal contract

City Manager Jason Brown presented the proposed FY2026‑27 budget and long‑term debt schedule to the Manti City Council on June 3. He reported total long‑term debt at approximately $11 million and projected debt payments of about $445,000 for the coming fiscal year. Proposed budgets reported were: General Fund ≈ $3.8 million; Water Fund revenues ≈ $7.9 million and expenses ≈ $7.8 million; Sewer Fund ≈ $500,000; Electric Fund projected revenues just over $15 million with expenses just under $15 million.

Brown discussed planned equipment replacements and upgrades, calling out a new bucket truck estimated at roughly $250,000 and the need to evaluate older city vehicles, including consideration of state surplus or lease-return options. He said a final proposed budget and an amended current‑year budget would be presented for approval at the next council meeting and must be submitted to the state by the statutory deadline.

On the fee schedule, Brown noted a Rural Community Assistance Corporation (RCAC) water fee study with preliminary recommendations: increase the water base rate from $33 to $35, review tiered rates, increase the sewer base rate by approximately $1, and consider a 3–5% electric rate increase to address rising power costs. Councilmember Brian Francois objected to a proposed $5 pool admission fee for some residents and suggested the city consider reduced-rate times to accommodate families with limited income.

The council approved a motion to award the 2026 chip‑seal contract to Hale Sand & Gravel (mover: Brian Francois; second: AJ Mower; unanimous Aye). Brown also reported that a senior center contractor has been selected and a pre‑construction meeting scheduled; the senior center will need to temporarily relocate during construction.
