Manti council adopts fee schedule with modest utility increases; staff to monitor wholesale power and water usage

The Manti City Council voted on June 17 to adopt an updated fee schedule effective July 1 that includes modest increases to cover rising utility costs and to fund anticipated water projects.
City Manager Jason Brown told the council the city is recommending a 5% increase in electricity usage rates — from about 11.55 cents per kilowatt-hour to 12.12 cents per kilowatt-hour — to begin cushioning the city’s budget against projected wholesale cost increases. “We’re suggesting going from 11.55¢ to 12.12¢ per kilowatt usage,” Brown said, noting the city will review wholesale bills monthly and return to the council if emergency adjustments are required.
Brown also recommended a $2 increase to the culinary water base rate, from $33 to $35 starting July 1, and said council staff will continue to evaluate tiered usage charges. He emphasized that new automated meters and software (AMI/bi‑metric readers) arriving in July should improve monthly monitoring and leakage detection.
Council members discussed the fairness of tiered water charges and asked staff to await RCAC’s impact study before adjusting tiers; the council approved the fee schedule by voice vote and directed staff to monitor power purchase invoices and to bring back adjustments if necessary.
The fee schedule motion was recorded in the minutes and takes effect July 1, 2026; council members also asked staff to publicize the changes so customers know the new base and usage figures.
