The action follows council discussion about how the committee will operate. Staff explained the group will be a review committee that examines proposals from department heads and forwards recommendations to WES, which retains decision-making authority. Councilors agreed they could appoint members now but that the committee will have no authority until a resolution defines its powers.
Two council members volunteered to serve during the meeting and a third council member was added, producing a three-member council committee with an option for one commissioner appointee. The council approved a motion to authorize the committee to review items already included in the salary ordinance and to communicate recommendations to WES; the motion carried by voice vote.
Council members said they hoped the committee could review time-sensitive job-classification items and report back at the July 9 meeting, though WES review may still be required before final council action. Staff agreed to provide the committee with documents and to return with any formal resolution or language necessary to grant the committee authority.
The council did not adopt a formal ordinance for the committee at the meeting; it authorized the committee by motion and instructed staff on next steps.
