Council previews three-year chamber agreement to coordinate events and business training

Council reviewed a draft three-year agreement to govern collaboration between the city and the Umatilla Chamber of Commerce for July 2026 through June 2029.
Community Development Director Zach Rack High described the rewrite as a reformat that puts recurring program expectations into three exhibits: A (business training and seminars), B (Landing Days collaboration), and C (Rock the Locks programming). The exhibits define program responsibilities and deadlines and are written so they can be administratively amended to accommodate annual programming needs. Zach said the arrangement is intended to avoid duplicate marketing and to coordinate incubator support, festival logistics and transient lodging tax allocations.
Chamber representative Josiah Baron was present and provided event details in public comment earlier in the meeting; Zach said the chamber board will review the draft and staff will return the final agreement for adoption on July 7 if no substantive changes are requested.
