Halifax planning board tells Walmart to submit formal site-plan modification after preliminary inquiry

A Walmart representative contacted the Halifax Planning Board about a proposed 6,100-square-foot addition on the easterly side of the store to expand pickup and high-turn items. Board members said the company should submit a formal site-plan modification application under the town’s site-plan rules rather than rely on informal requests for guidance.

Board members reported the retailer told them the expansion would remove approximately 21 parking spaces; members said any application must show how those spaces will be replaced or reconfigured to meet the town’s parking standard (1 parking space per 100 square feet of selling area). Members also asked the applicant to address exterior sales/storage (mulch, stone, seasonal displays), security-camera resolution upgrades so license plates can be read, and to ensure the modification aligns with the recorded decision letter already on file at the registry of deeds.

A resident who identified himself (Chris of Circuit Street) suggested the company could consider accommodating municipal needs (for example beach-related parking) as part of any conditioned approval; the board said feasibility would depend on circulation and site constraints and that such conditions could be considered in an application review.

The board did not take any regulatory action tonight; members instructed staff to treat the conversation as preliminary guidance and requested a formal application with plans, parking calculations and proposed mitigation for lost spaces.
