Marlborough officials ask DEEP about SMM grant use and enroll transfer station in CT Tire Stewardship Program

Town Manager David Porter updated the Board Feb. 17 on two solid-waste-related items: a request to the Connecticut Department of Energy and Environmental Protection (DEEP) about repurposing Sustainable Materials Management (SMM) grant funds and authorization to enroll the town in the CT Tire Stewardship Program.
Porter said he had sent a letter to DEEP asking whether SMM grant funds could be used differently than originally planned (specifically, whether the funds could be used in a manner other than the ZeroWaste program); DEEP is reviewing that inquiry. Separately, Porter described the CT Tire Stewardship Program as an extended EPR (extended producer responsibility) program and said enrolling the town would be at no cost. The board authorized Porter to enroll Marlborough in the CT Tire Stewardship Program.
No funding reallocations or program changes were approved at the meeting; DEEP's response will determine whether any grant amendment is possible.
