Marlborough Board of Selectmen establishes elementary school building committee to lead major-alteration project

The Marlborough Board of Selectmen voted Feb. 17 to establish a Marlborough Elementary School Building Committee (MESBC) to plan and oversee a major alteration project at Marlborough Elementary School.
Susan McFarland, Chair of the Board of Selectmen, moved to create a five-member committee with three alternates; Louise Concodello seconded the motion, which carried on a voice vote. The committee will act as the locally authorized school building committee under the State of Connecticut's School Construction Grant Program and will prepare project plans, schedules, and cost estimates based on the facility study presented by Antinozzi Associates in December 2024.
The MESBC charge directs the committee to organize scope, estimate costs for planning, programming, design and implementation, and request funding through the appropriate town channels. The committee is charged with retaining an architect and other consultants as needed and with preparing an RFP for an Owner's Project Manager (OPM) to assist in preparing grant reimbursement estimates and to later provide project management and contract oversight if the project is approved.
Board members discussed membership requirements spelled out in the charge, including that the committee include at least one member with construction experience and that a Board of Education designee serve on the MESBC. The Board of Education designated Amy Kuhrt, its vice chair, as its designee; the board also requested that William (Bill) Guzman serve as a second Board of Education member on the MESBC. Anthony Bratz recommended changing wording in the charge from "will prepare an RFP" to "shall prepare an RFP as needed"; the board accepted the recommended verbiage.
The board also agreed to a weekly job meeting suggestion offered by Joseph Asklar to aid coordination during the planning phase. No specific timeline or budget amount was approved at the meeting; the MESBC is expected to provide a detailed cost estimate and schedule to inform future funding requests and referenda.
