Caro Council approves mural application, contracts and sidewalk assessments; manager presents FY 2026/2027 budget

At its April 20 meeting, the Caro City Council approved a package of routine permits, contracts and project authorizations and heard the City Manager's FY 2026/2027 Budget Proposal and Capital Improvements Plan.

Council approved submission of a Host Building Application for the 2026 Cultivate Creativity public art project to install a large mural on the Parks & Recreation Building at Bieth Memorial Park (motion 26-M-80). The council also approved a purchase of $8,537.00 to Security Lock Service for election contracted services and authorized increasing the Elections Department contracted services budget (account 101-262-801-000) from $3,000.00 to $11,537.00 (motion 26-M-81).

The council appointed John Riley as the council's liaison to the Planning Commission (motion 26-M-82) and approved requested street closures and sidewalk use for the 2026 Cars and Crafts event (motion 26-M-83). For public works procurement, the council awarded the parking lot maintenance contract to Yeager Asphalt for $9,450.00 and authorized the City Manager to sign necessary documents (motion 26-M-84). It also approved the 2026 Sidewalk Special Assessments (motion 26-M-85) and selected ROWE Professional Services as construction engineer for the 2026 Sidewalk project at a quoted price of $9,500.00 (motion 26-M-86).

City Manager Scott Czasak presented the FY 2026/2027 Budget Proposal and Capital Improvements Plan for council review; no formal budget adoption occurred at the meeting. Committee and liaison reports noted several upcoming meetings and local activities.

During Additional Public Comment, resident Ken Dunton asked about city workers on his private drive on Oak Ridge Drive; the City Manager said he would follow up.

The council scheduled a Committee of the Whole meeting for April 30, 2026 at 6:00 p.m. and adjourned at 8:17 p.m.
