Fire chief reorganization plan fails on tie; council schedules committee meeting

A proposed Fire Department Reorganization Plan introduced at the April 6 Caro City Council meeting failed on a tie vote, and councilors scheduled a Committee of the Whole meeting to revisit the proposal.
Fire Chief Randy Heckroth presented the reorganization proposal. Councilor Jill White moved to adopt the plan; Councilor Doreen Oedy seconded the motion. The roll call recorded White, Oedy and John Riley voting yes; Emily Campbell, Charlotte Kish and Mayor Karen Snider voting no; Heidi Parker was absent. The motion therefore failed on a 3–3 vote (motion 26-M-73).
Council scheduled a Committee of the Whole meeting for April 14, 2026 at 6:00 p.m. for further discussion of the fire-department personnel request. During additional public comment, Tanya Batschke said she supported the personnel request and commended the fire chief’s work; Fire Chief Heckroth commended Louise Hodges for 20 years of service.
No formal amendments or a revised plan were adopted at the meeting. The scheduled Committee of the Whole will be the next procedural step recorded in the minutes.
