Mayor Karen Snider presented sample policy language to the City of Caro Committee of the Whole for recording council meetings and said the council should consider starting with recordings of council meetings before expanding to other meetings.
Council members agreed to the phased approach and directed City Clerk Rita Papp to work with the mayor to draft a policy for submission to the city attorney for review. The record shows no formal vote; the item was advanced as a direction to staff.
Related transparency issues were discussed later in the meeting. Mayor Snider expressed concerns about photos and forms posted on the city website and asked council members to submit a photo and short bio to City Manager Scott Czasak to be uploaded. On publication practices, the mayor raised questions about how ordinances, public surplus auctions and bids are published; the City Manager reviewed posting requirements for bids and council discussed support for local businesses, including The Advertiser. Council requested that the approved amended bid policy be sent to the city attorney for legal review.
Why it matters: Recording policies and publication practices affect public access to government proceedings and legal compliance for notices and bids. The council directed staff to draft policy language and seek attorney review, but it did not adopt a policy at this meeting.
