Mead Johnson site plan prompts North Division Street vacation hearing and raises sewer capacity questions

City Council on June 1 scheduled a public hearing for July 6 on a request by Mead Johnson to vacate a portion of North Division Street so the company can consolidate parcels for a planned modernization of its Zeeland manufacturing site. City Manager Tim Klunder told the Council the Planning Commission will consider the company’s site plan and a resolution with contingencies at its June 4 meeting.
Klunder said the proposed street vacation applies to a dead-end segment that Mead Johnson already surrounds on three sides. "The Planning Commission directed staff and the City attorney to prepare a resolution approving the site plan/special land use application, subject to contingencies such as a development agreement(s)," Klunder said, noting those agreements will be among the first items Council must consider if the plan advances.
Related to the company’s site work, staff described two parallel agreements being negotiated: a lease with Zeeland Public Schools to place playground equipment between the Main/Fairview ballfield and the schools’ bus garage parking lot, and a donation by Mead Johnson of salvageable playground equipment from Bethel CRC to that location. City staff said playground concepts are still being developed and the lease may not be ready by the June 15 Council meeting.
At the study session earlier that evening, Klunder also said Mead Johnson has asked whether the city could accept the company’s sanitary sewer flows rather than treat them on-site or haul them away. "Preliminary indications are the city can accept flows under certain parameters," Klunder said, but he added that the volume of flows could mean the city would need to plan for plant expansion.
Klunder said the decision on accepting flows would raise questions about what Mead Johnson would contribute toward plant expansion, sanitary sewer distribution upgrades and treatment parameters; staff recommended engaging rate consultant Utility Financial Solutions to evaluate options and financial responsibilities. Because the review is technical, staff recommended using the Clean Water Plant Committee for detailed feedback.
Council approved Mayor Van Dorp’s appointment to the Clean Water Plant Committee and reaffirmed appointments for Mayor Pro‑Tem Gruppen and Councilmember Lam through Nov. 30, 2026 (motion passed unanimously). The committee has been used historically for technical reviews of plant expansions, allocation negotiations, capital contributions and rate-related matters.
Next steps: the Planning Commission will review the site plan on June 4; Council will hold a public hearing on the North Division Street vacation on July 6 and will consider related development agreements and any contract or funding decisions in subsequent meetings.
