Orrville — City Council on Jan. 6 authorized staff to advertise for construction bids and solicit RFQs for construction administration and inspection for Phase 3A of the WAY‑Heartland Trail (ODOT PID 115403).
Safety‑Service Director Wheeler said the Phase 3 corridor runs from Allen to Forrer Road behind the water plant and the industrial park and will connect to previously built trail on Forrer Road. He told council the city has secured more than $1 million in ODOT grant funding structured as a 95/5 grant and that the project will be blacktop paving. Wheeler said tree removal must occur outside the Indiana bat season and that ODOT will provide project oversight while the city contracts for construction and administration services.
Council moved to suspend the three‑reading rule and adopt Resolution 2‑25 to advertise for bids; members then unanimously approved Resolution 3‑25 to advertise for RFQs/RFPs for construction administration and inspection, as required by ODOT. Wheeler estimated roughly 180 days of construction once underway and said staff hopes the trail could be ready by early fall, with bids expected in two to four weeks.
The adopted actions authorize the city to proceed with procurement and to engage external firms for construction administration and inspection; final contract awards will follow the competitive procurement process and ODOT review.
