Orrville finance director reports $95.1M year-end balances; 2025 appropriations set at $71M on first reading

Finance Director Strimlan told the Orrville City Council on March 3 that the city concluded 2024 with positive net income of $4.37 million and combined ending fund balances of $95.1 million. He asked council to approve the December 2024 fund balance report subject to audit; Carr moved, Shanklin seconded and the motion passed unanimously.
Strimlan also presented Resolution 09-25, the 2025 final appropriations ordinance, which was placed on first reading. Council was told total appropriations for 2025 amount to $71 million, structured as roughly $52 million for enterprise funds, $10 million for the general fund and $9 million for tax-supported funds. The director said the 4.1% increase from the budget prepared last June is driven primarily by negotiated wage increases and changes in capital projects.
Council did not take final action on the appropriations ordinance; Finance Director Strimlan indicated the item will follow the typical three-reading process. A workshop on the budget was scheduled for the Monday immediately after the utility board meeting.
