Garfield council adopts 2.0-mill tax levy and approves Q3 FY25 budget reconciliation and financials

The Garfield City Council recorded several formal approvals during its Oct. 14 meeting.
Tax levy: Mayor Gary Blackburn introduced Resolution No. 219 (2025 tax levy, collected 2026). Council Member Kitterman moved to leave the millage at 2.0 mills; Council Member Teeselink seconded. The council voted unanimously to adopt Resolution No. 219.
Budget reconciliation: Mayor Blackburn introduced Resolution No. 220 for the quarter-three FY25 budget reconciliation. Council discussed and specifically noted inclusion of the purchase of a 2025 Kubota tractor in the Street Fund reconciliation. Council Member Kitterman moved to approve the resolution, Council Member Teeselink seconded, and the resolution passed unanimously.
Financial statements and minutes: Council Member Teeselink moved to approve the September 2025 financial statements as presented; Council Member Kitterman seconded and the motion passed unanimously. Earlier in the meeting the council approved the Sept. 9, 2025 meeting minutes on a unanimous vote.
