Orrville council adopts package of personnel ordinances and pay resolutions

The Orrville City Council unanimously adopted a package of personnel ordinances and related pay resolutions at its Dec. 16 meeting, suspending the usual three-reading requirement to put the measures into effect immediately.
Council President Vance opened the meeting at 7:30 p.m. and, after reports and a brief executive session on employee compensation and a collective bargaining agreement, the council moved through several personnel items. Councilmember Squirrell introduced each ordinance or resolution and members voted "ayes all" on each motion.
The package included Ordinance H-24, amending Section 151.05(b) of the Orrville Codified Ordinances to change holidays for Police Department personnel; Ordinance I-24, amending Section 151.05(a) relating to general holidays; Ordinance J-24, amending Section 151.06 on uniform allowances; Ordinance K-24, amending Section 151.04 on vacations; and Ordinance L-24, amending Section 151.02(m) on Police Department training travel compensation. The council also adopted Resolution 47-24, which fixes salaries and wages for employees eligible for membership in the Ohio Patrolmen's Benevolent Association (OPBA), and Resolution 48-24, which fixes salaries and wages for full- and part-time city employees.
Council recorded the procedural steps for immediate adoption in each case: a motion to suspend the rules, a second, and a unanimous "ayes all" vote. The transcript records that the ordinances and resolutions were discussed in executive session prior to their formal adoption; no additional substantive debate or amendments were recorded in open session.
The measures take effect immediately under the emergency language as adopted. The council closed the evening with routine remarks and adjourned at 8:38 p.m.; its next regular meeting is Jan. 6, 2025.
