Garfield hears water‑system update; outside vendor to assess distribution on Feb. 20

The Garfield City Council received a water‑department report at its Feb. 11 meeting that said the city recorded 22.9% unaccounted‑for water loss in January and that a leak on Marshall/Mill Street was repaired last week.
Mayor Gary Blackburn reported the vault on Blueberry Lane is operational and an altitude valve was replaced. He also said he completed 40 hours of training and will be qualified to test for the Distribution Operator 1 license in March 2025.
Donnie Chambers of Performance Services presented an overview of the company’s services and told the council the vendor will meet with Duncan Artt, the Water System Distribution Operator, on Feb. 20, 2025 to review the entire water system. The presentation and planned assessment were presented as steps toward diagnosing system losses and maintenance needs.
The council received the BWRPWA 2025 rate analysis that Mayor Blackburn presented; no rate change or formal rate action was taken at this meeting. The council approved the Water Department report as part of routine committee approvals.
