Garfield council adopts 2025 code of conduct and meeting rules, appoints city attorney and reconciles 2024 budget

Mayor Gary Blackburn presided over the Garfield City Council meeting on Jan. 14, 2025, where the council adopted a series of housekeeping resolutions and approved year-end financial items.
Recorder-Treasurer Christal Allen read Resolution 208, establishing the city's Code of Conduct for 2025. Council Member Smead moved to adopt the measure and Council Member Teeselink seconded; Council Members Smead, Teeselink and Kitterman voted Yes and the motion carried. The council likewise read and adopted Resolution 209, the City Council Meeting Rules of Proceedings for 2025, following the same motions and unanimous votes.
The council then considered Resolution 210 to appoint Shane Perry as Garfield City Attorney for 2025. After a brief discussion, Council Member Kitterman moved to approve the appointment; the motion was seconded and carried with the same three Yes votes from members present. The meeting record shows Council Member Rambo absent for the vote.
Recorder-Treasurer Allen read Resolution 212 to reconcile the 2024 annual budget. The council approved Resolution 212 and then accepted the December 2024 financial statements as presented; the votes were recorded as Yes from Council Members Smead, Teeselink and Kitterman. Mayor Blackburn explained a prior ARPA bookkeeping item (Resolution 204 from Nov. 12, 2024) produced a 47-cent rounding discrepancy; the council approved a motion to transfer $0.47 from the ARPA fund back to General Revenue to balance the accounts to the penny.
The meeting record indicates routine procedural approvals were handled quickly and without objection. Council Member Smead moved to adjourn at 6:57 p.m.; Council Member Kitterman seconded and the motion carried.
Votes at a glance: Resolutions 208, 209, 210, 211 and 212 were each adopted with Council Members Smead, Teeselink and Kitterman recorded as voting Yes; Council Member Rambo was absent. The transfer of $0.47 from ARPA to General Revenue and acceptance of December 2024 financials passed with the same votes.
