Commissioners approve Big Horn Mountain minor subdivision sketch plan with standard conditions

The Park County Board of Commissioners approved the sketch plan for the Big Horn Mountain Minor Subdivision No. 99 following staff presentation and a brief public hearing.

Staff described the application by applicant Ryan Hopson on behalf of RH Building Investments LLC and Watt Property LLC to create three lots—two small residential lots of roughly 2.39 and 2.24 acres and a larger lot of about 30.77 acres—from a 35.39-acre parcel in the GRP zone. Park County planning staff reported soils and utility availability, irrigation-district review requirements, and water-quality sampling that indicated high groundwater in places and detected total coliform in one neighboring well sample. Staff recommended standard plat notes on groundwater, potential engineered septic systems where needed, and a water-quality note that treatment and annual monitoring may be required.

No substantive public objections were recorded. The board moved, seconded and approved the sketch plan with staff recommendations, which include: required easements for utilities and special districts, review of the water distribution plan by Shashon Irrigation District, evidence of perimeter-fence arrangements or neighbors' consents, a subdivision improvements agreement as applicable, and plat notes on groundwater and water quality.

Planning and zoning staff said the recommendation follows the county land-use plan and development standards and that the applicant will return for final-plat review once conditions are met.
