Franklin County authorizes per‑diem security and legal positions to cover courthouse and social‑services sites

In December the Franklin County Legislature approved several staffing actions intended to maintain security and meet mandated legal workloads at county facilities.
Resolution No. 371 (adopted Dec. 19) created a Per Diem Electronic Monitoring Specialist (Competitive Class, Management B) at $28 per hour, not to exceed 1,040 hours per year, citing New York bail‑reform requirements that electronic monitoring be conducted by a public entity under county supervision or by a nonprofit under contract. Resolution No. 372 created a Per Diem Assistant Social Services Attorney (Management D) to assist the Social Services Attorney with filing child‑support petitions, violations and modifications; the position is authorized at $71.50 per hour. Resolution No. 373 created an In Home Care Program Assistant (Competitive Class, Grade 9) in the Office For the Aging to address increased caseloads, to be funded from existing monies and terminated if state funding decreases.
Resolution No. 378 authorized the Commissioner of Social Services and the County Manager, with County Attorney review, to enter into contracts with the District Attorney and the Malone Village Police Department to provide security for the Department of Social Services building and the Franklin County Courthouse. The minutes record that the vote on Res. 378 passed with Legislator Dumas recorded as abstaining.
At a Dec. 26 special meeting (Resolution No. 379), the Legislature created four Per Diem Special Patrol Officer positions (Competitive Class, Management B) at $25 per hour, not to exceed 910 hours per year, to provide security at the Department of Social Services and the courthouse. Resolution 379 was moved by Legislator Ellis and seconded by Legislator Lauzon and adopted unanimously at the special meeting. The minutes show the bodies and rates for each position and that funds to fill these positions will come from existing departmental budgets or contract provisions as specified by the sponsoring departments.
