Staff said new hires would be asked to sign multi‑year retention contracts that require repayment of training costs if an employee leaves before an agreed period. The chief estimated onboarding costs for an officer at roughly $50,000–$54,000. The department also noted technology and vehicle upfitting costs have been repurposed from prior allocations to cover near‑term needs tied to the new facility.
Council members asked where new hires would be housed if the facility move slips; staff said training can occur off‑site and that salaries would be phased to minimize paying for positions before the facility is occupied. No formal staffing approvals were made at the workshop; staff will return with cost details and scheduling tied to construction milestones.
