Franklin County approves 2020 contracts and subsidies for senior services and transportation

The Franklin County Legislature on Dec. 5 approved a package of contracts and subsidies to support senior services in 2020, authorizing the County Manager and the Director of the Office for the Aging to execute agreements with county adult centers and with Franklin County Public Transportation.
Resolution No. 338 authorized contracting with multiple adult centers to provide nutrition programs, home‑delivered meals, congregate meals and related services for Jan. 1–Dec. 31, 2020. The adopted minutes list allocations to individual centers including Malone Adult Center ($166,400), Burke Adult Center ($85,600), Brushton ($92,400), Saranac Lake ($89,200), Adirondack ($94,100), Constable ($20,250), St. Regis Falls ($82,200) and Fort Covington ($85,100). Legislator Andrea Dumas moved the resolution and Legislator Melinda Ellis seconded; the motion carried unanimously.
Separately, Resolution No. 339 authorized a contract using Title IIIB funding in the amount of $17,400 for discounted senior fares for 2020 (Jan. 1–Dec. 31); Resolution No. 340 authorized a state‑funded contract for April 1, 2020–March 31, 2021 for $5,600 to subsidize senior ridership. County Manager and County Attorney review were required before execution in each case. All three resolutions passed with unanimous votes by those present.
The Legislature also approved Resolution No. 341, permitting the County Manager to enter into 2020 contracts funded in the adopted budget for a range of agencies and programs, including Adirondack Airport ($20,000), Clinton‑Essex‑Franklin Library ($15,673), Soil & Water ($96,615) and Co‑Op Extension contractual and lease items (contractual $294,000; lease $60,000). The minutes do not record conditions attached to the adult‑center contracts beyond standard County Attorney review and the stated funding sources.
