Sheriff’s Office presents Franklin County police reform plan; public submitted multiple recommendations

Malone, N.Y. — The Franklin County Legislature convened a public hearing at 3:00 P.M. on Feb. 18 to review the county’s Police Reform Plan under Executive Order 203. Chairman Donald Dabiew opened the hearing and Clerk Penny A. Premo read the legal notice announcing the meeting and how residents could participate by Webex or submit written comments.
A representative of the Franklin County Sheriff’s Office presented information about the county’s Police Reform Plan and Executive Order 203 and responded to numerous questions from the public, according to the legislative record. The Clerk advised legislators that written comments had been received in advance from Ellen Beberman, Legislator Melinda Ellis, Stephen Dehond, Michael Sinclair, Brittany Sternberg, Zohar Gitlis, Jim Abendroth, Chris Covert and Colleen Farmer; those comments are posted on the Franklin County website.
Legislators Lauzon, Janisewski, Lockwood, Dabiew and Melinda Ellis were present in person; Legislator Dumas attended by Webex and Legislator Maroun was excused. The hearing record notes several recommendations from members of the public were raised and that the Sheriff’s Office will review those recommendations. No formal motions or votes were recorded during the hearing.
Clerk Premo read the legal notice listing the location (Legislature Chambers, Fourth Floor, Court House, Malone), the Webex login information and contact details for submitting written comments. The hearing was adjourned by Chairman Dabiew at 4:37 P.M.
Next steps: according to the record, the Sheriff’s Office will review the public recommendations; the Legislature did not take formal action on the plan at the Feb. 18 hearing.
