Oneida County panel approves tech-support PTO accrual after closed-session personnel review

The Oneida County Executive Committee entered closed session on June 17, 2026, under Section 19.85(1)(c) of the Wisconsin Statutes to consider employment and performance matters related to information technology and returned to approve a personnel policy for Tech Support. Chairman Billy Fried announced the committee went into closed session at 9:38 a.m. and returned at 11:40 a.m.; he said no motions were made and no action was taken while in closed session.

After returning to open session, the committee approved a motion by Dan Hess, seconded by Ted Cushing, to allow Tech Support employees to accrue step-two paid time off (PTO) at hire. The motion included a condition that PTO will not be paid out if the employee leaves prior to completing one year of service. The vote was recorded as all “Aye.”

The closed-session notice had cited Section 19.85(1)(c), Wisconsin Statutes, which permits governmental bodies to meet in private to consider employment, promotion, compensation or performance evaluation data of any public employee over which the body has jurisdiction. The committee recorded roll-call votes when entering and leaving closed session, with Scott Holewinski, Billy Fried, Debbie Condado, Dan Hess, Ted Cushing, Michael Tautges and Russ Fisher all voting in favor of the closed-session motion.

The committee’s action applies to Tech Support hiring and PTO payout practice as described at the meeting; the motion’s text sets accrual at a step-two level at hire and specifies no payout if the employee separates employment before one year. The committee adjourned at 11:44 a.m.
