Dave Eads, the city’s building official, presented the preliminary plat and site plan for the Herb Park Estates subdivision, a proposed 21‑acre development southeast of South Delaware and Prairie Avenue that would be built in three phases and include roughly 50 single‑family lots, two dry retention ponds and three new public roadways.
Eads told council the proposal includes requests for variances to R1 lot‑area and setback standards so narrower frontages and deeper home footprints can reach a lower price point. He said final lot sizes requested ranged down toward about 7,500–8,000 square feet in some lots, compared with a stated R1 guideline of 11,000 square feet.
Justin Dodge of Hunziker Companies said similar 62‑foot‑frontage lots have sold well in nearby developments and that the first phase would introduce 13 lots; if sales underperform, developers may revise later phases. Council and staff noted the proposal will be reviewed against SUDAS stormwater standards and other engineering requirements before final plat approval. Several councilmembers discussed neighborhood compatibility and market expectations; staff said covenants and builder standards would be used to ensure quality.
Council moved, seconded and approved the preliminary plat and site plan by roll call.
