The Placer County Zoning Administrator approved a variance June 18 allowing construction of a 4,984‑square‑foot single‑family residence to sit 35 feet from the east front property line where 50 feet is normally required (PLN 26‑00120).
Allison Muesling, presenting for staff, said the subject parcel at 7650 Memory Lane is a legal nonconforming lot (0.72 acres) with constrained buildable area due to septic/leach field placement. Staff recommended approval based on special circumstances and a history of similar variances along Memory Lane. Staff also concluded the proposal is categorically exempt under CEQA guidelines sections 15303 and 15305.
Neighbor Virgil Anderson asked whether the setback would be measured from the road centerline or the easement edge; staff confirmed the measurement is from the edge of the road easement, after which Anderson said he had no objection. Applicant Benjamin Bondreaux indicated he had received the staff package and was comfortable with the recommended conditions.
Zoning Administrator Crystal Jacobson approved the variance based on the findings in the staff report and noted that because there was public comment the 10‑day appeal period cannot be waived (appeal fee $774).
