Templeton CSD adopts Urban Water Management Plan update, reports average use below state target

The Templeton CSD board on June 16 adopted Resolution 10-2026, approving the 2025 update to the district’s Urban Water Management Plan (UWMP), a five‑year statutorily required plan for suppliers with more than 3,000 service connections.
Consultant Owen Cubitt told the board the plan documents current supply, projected population growth and water demand, water-reliability assessments and conservation actions projected through 2050. Cubitt reported that the district’s average water use is 153 gallons per capita per day (gpcd), below the State’s 190 gpcd target used for the 20% reduction goal. Staff said the district typically will not experience shortages absent a catastrophic supply interruption.
Resident Tyler English asked how the district determined growth projections; Cubitt replied the UWMP uses the district’s water and wastewater master plan assumptions (1.2% annual population growth, with a projected buildout population near 10,150 by about 2045). The board closed the public hearing and adopted the resolution on a unanimous roll call vote.
Staff noted the UWMP and the attached water shortage contingency plan will guide conservation and reliability planning, and the public review draft was available online prior to adoption.
