Wymore council repeals camping-fee ordinance, approves EMS officers and surplus truck purchase

WYMORE, Neb. — The Wymore City Council on Nov. 16 repealed a municipal camping-fee provision, approved new volunteer EMS leadership and grant-seeking authority, and authorized several operational expenditures, council records show.
Council moved quickly through routine business at the start of the meeting. By motion of Councilperson Sue Sapp, seconded by Curt Oblinger, members approved the prior meeting’s minutes (vote 4-0). Separate motions addressed claims and payroll, with specific action on check #26078 (approved 3-0 with Councilperson Neil VanBoening recorded as abstaining) and check #26150 (approved 3-0 with Councilperson Max Allen abstaining). The treasurer’s report was approved 4-0.
The council voted to waive the three mandatory readings for Ordinance 668, which repeals Section 8-113 relating to camping fees (motion by Max Allen, second by Sue Sapp; carried 3-0), and then approved Ordinance 668 (motion by Max Allen, second by Neil VanBoening; carried 4-0), formally removing the cited fee section from the city code.
Representatives of Wymore EMS — Rescue Chief Shawna Argo, Jeff Argo and Oran “Clark” McMurray — were recognized and the council approved the EMS officers (motion by Max Allen, second by Curt Oblinger; carried 4-0). The council also authorized Wymore EMS to apply for grant funding administered by the Nebraska Department of Health and Human Services to support equipment purchases or a new ambulance (motion by Sue Sapp, second by Curt Oblinger; carried 4-0).
On equipment and training the council approved the purchase of a 1998 Ford F-150 from Federal Surplus for $2,500 to replace a previously sold utility truck (motion Max Allen, second Neil VanBoening; carried 4-0). The council also authorized utility worker Tony to complete online wastewater training and to attend certification testing in Grand Island on Dec. 15, 2022, including reimbursement for one night of lodging, mileage and meals (motion Max Allen, second Sue Sapp; carried 4-0).
Several items were postponed or tabled for the Dec. 7 meeting. The council postponed consideration of a lease with the American Legion for the Arbor State Park ballfield and tabled Ordinance 669 (the annual salary ordinance) after discovering one staff member had been omitted from the draft. A claim for repayment of a damaged cell phone related to a Nov. 4 arrest was submitted to the city; City Attorney Andy Carothers asked Police Chief Schachtschabel to submit the claim to the city’s insurer (LARM) and the council tabled any repayment decision until Dec. 7.
The meeting closed after a lengthy discussion about the brush pile that produced no action; the council adjourned at 8:31 PM.
