Deuel County commissioners approve $924,194 in bridge preservation contracts, two plats and a $15,000 hazard mitigation grant

DEUEL COUNTY, S.D. — The Deuel County Board of Commissioners on June 16 approved multiple infrastructure and financial items, including awards for two bridge preservation projects, two plats, a hazard mitigation grant and routine county payments.
Highway Superintendent Jamie Broksieck presented the results of competitive bids for Bridge Preservation Projects 20-200-114 (Gary Gulch) and 20-200-071. The engineer’s combined estimate for the two projects was $1,138,683.80. Hollaway Bridge & Culvert Inc. was the lowest bidder on both projects, with bids of $852,698.67 for 20-200-114 and $71,495.60 for 20-200-071, a combined total of $924,194.27 — $214,489.53 under the engineer’s estimate. Broksieck said Banner Associates’ Mark Junker reviewed the bids. The board voted to award the lowest qualified bid to Hollaway Bridge & Culvert Inc., pending approval from the South Dakota Department of Transportation, and approved separate contracts with Banner Associates for construction-phase services on both projects. Commissioners Scott Fieber and Judith Homan moved and seconded the Banner approvals; all commissioners voted yes on those motions.
The board also approved two plats presented by Zoning Officer Jodi Theisen: “TRACT 1 OF LINDNER HOMESTEAD ADDITION” (adopted as Resolution 26-09) and “Lot 12A of Shady Beach” (adopted as Resolution 26-10). Each plat was moved, seconded and approved unanimously; the county auditor is authorized to endorse the plats per the resolutions.
On financial matters, the commissioners approved the May cash balance sheet showing total county assets of $7,253,440.39 across funds and accounts, and they approved payment of warrants as presented, which included vendor payments for professional services, culvert supplies and routine operating expenses. The warrant list included Banner Associates ($25,238.56) and Rinker Materials ($82,494.82) among other items.
Commissioners approved several other routine items: $2,000 in support funds to the Clear Lake Historical Society; purchase of a pallet of Grazon PD3 herbicide from Agri Partners for $4,692; surplusing 11 election bags at no value; and accepting the Post Election Audit results for the 2026 primary, with the tabulator reported as 100% accurate. The board approved a travel request and meal reimbursement for Highway Superintendent Jamie Broksieck and Chairman Jay Grabow to attend mediation in Sioux Falls on June 24; Chairman Grabow abstained from that vote.
The board approved and signed a Hazard Mitigation Grant Program Award for $15,000 to support development of a Pre-Disaster Mitigation plan.
What’s next: The bridge contract awards are contingent on SDDOT approval and Banner Associates will provide construction-phase services as authorized. The auditor will record and certify the approved plats and the county will implement the grant planning work funded by the Hazard Mitigation Grant.
