Batavia council approves strategic plan, capital projects list, equipment purchase and multiple grant applications

• Strategic Plan (Motion by Councilmember Briggs, seconded by Councilmember Viele): Council adopted the FY26/27 Strategic Plan as a working, non‑binding document included in the Budget Book.
• Capital projects (Motion by Councilmember Viele): Council established and updated capital projects and associated budget transfers, including a proposed $15.5 million police facility, Bank Street streetscape ($1,178,038), playground at Austin Park ($725,000 with an expected $500,000 NYS Parks grant), Swan Street sidewalk project ($1,441,918) and a large wastewater capital program described in the packet.
• Equipment purchase (Motion by Councilmember Viele, seconded by Councilmember Briggs): Council authorized use of $48,639.86 from DPW equipment reserves to purchase two Ariens Mammoth 850 sidewalk plows under Sourcewell contract.
• Grant applications: Council authorized submission of FY 2026–2027 DCJS STRIVE grant applications to support intimate partner‑violence reduction efforts (motion McGinnis), a Local Government Management Improvement Fund (LGMIF) application up to $75,000 for HR/records management (motion Twichell), and an MPR (NYS Parks) application for Williams Park improvements (eligible for up to $1,000,000 with a 10% local match to be funded from the Parks Reserve Fund).
Each motion recorded the mover and seconder and passed by unanimous roll call. Council also entered an executive session under Public Officers Law §105(1)(f) and (h) from 5:22–5:45 PM and adjourned at 5:46 PM.
