The Batavia City Council on March 9 approved three bond resolutions that together authorize up to $6,665,000 in serial bonds to finance major capital projects.
Council approved a $2.75 million bond for replacement of the ice‑rink chiller system at the David M. McCarthy Memorial Ice Arena (motion of Councilmember McGinnis; seconded by Councilmember Schmidt); a $2.5 million bond to acquire a firefighting ladder truck and apparatus for the Fire Department (motion of Councilmember Twichell; seconded by Councilmember Viele); and a $1,415,000 bond to renovate the One Batavia City Centre concourse (flooring, lighting, public restrooms and roofing) (motion of Councilmember Viele). Each resolution allows the debt amount to be offset by federal, state, county or local funds if received and delegates authority to issue bond anticipation notes and finalize terms to the City Manager. All three measures passed on unanimous roll‑call votes (9–0).
The resolutions state that the faith and credit of the City will be pledged for repayment, that the projects are within the applicable Local Finance Law categories and useful‑life estimates (10 years for rink and City Centre projects; 20 years for the ladder truck), and that SEQRA review has been completed or determined not to be required for the projects as presented in the minutes.
Council minutes show the City Manager and municipal advisor will coordinate issuance details, and that the City Manager is authorized to enter continuing disclosure agreements and take other routine bond‑issuance steps. The minutes do not record public testimony opposing any of these bond measures.
