City Manager Kyler Ludwig outlined capital projects under consideration for FY2027, including Jacob Hamblin Park expansion, a salt and snowplow storage building, completion of a water fill station, sewer-treatment upgrades (aeration and rake equipment), and potential sewer expansion in the Ranchos. Councilmembers raised priorities such as trails, sidewalks near the Ranchos school, additional water storage, continued work on sewer ponds and the dump station, and repaving Chinle Drive. Ludwig noted that some projects—such as the 1100 South project and sewer work—will likely span multiple months and be phased across fiscal years.
On personnel policy updates, Ludwig and staff described a comprehensive rewrite of the City’s personnel manual using Lexipol model policies as a legal and operational foundation. The draft includes chapters on recruitment, conduct, evaluation, disciplinary procedures, benefits, leave policies, grievance procedures, antiretaliation, and workplace safety. Staff said the draft incorporates redlined, City-specific changes and that further review and feedback from council and staff will precede any formal adoption; the Mayor may vote on the final policy when brought forward for adoption.
No adoption votes occurred at this meeting; staff will refine the draft policies and present them for formal action at a future council meeting.
