The Kanab City Council approved Resolution 2‑1‑26 R on Feb. 10, 2026, authorizing an interlocal agreement with the Western Kane County Special Service District (WKCSSD) for the city to include certain district charges on qualifying City utility bills and remit collected amounts to the district.
City Manager Kyler Ludwig explained the arrangement formalizes longstanding practice to improve transparency and defines responsibilities: the District will maintain services and set rates; the City will bill residential accounts that receive City utilities and remit gross collections less a 4.5% collection fee paid by the District. The agreement requires the District to provide at least 60 days’ written notice before any rate changes appear on City bills and relieves the City from liability for unpaid District charges; vacant properties not receiving City utilities will not be billed for District fees.
Councilmember Shrope moved to approve Resolution 2‑1‑26 R; Councilmember Corry seconded and the council voted unanimously to adopt the resolution.
