Council authorizes up to $63,000 in RAP funds to finish Jacob Hamblin Park retaining wall

The Kanab City Council approved March 10 the use of Recreation, Arts, and Parks (RAP) Tax funds to finish a retaining wall adjacent to the baseball fields at Jacob Hamblin Park.
City Manager Kyler Ludwig told the council the original retaining wall project, started about 10 years ago, aimed to stabilize the hillside and support long-term use of the ballfield complex; funding limitations left a section unfinished. Staff obtained a materials quote from Interstate Rock Products showing a material subtotal of $46,200 for approximately 315 Redi-Rock blocks and a total estimated material cost of about $62,118.50 (tax and freight estimated). Staff said installation will be performed by city crews and that staff may self-perform some freight depending on availability.
Ludwig proposed funding the work from Kanab’s RAP Tax revenues; he noted the city maintains over $150,000 in annual RAP funds and that previous projects used grant offsets, leaving RAP funds available for additional park capital work.
Councilmember Shrope moved to approve use of RAP Tax funds to complete the retaining wall and to authorize staff to proceed with procurement and project implementation for up to $63,000; Councilmember Corry seconded. The motion passed unanimously.
The council authorized staff to proceed with procurement and installation consistent with the materials and cost estimates presented; staff will return with procurement documentation as required by city procedures.
