The Kanab City Council unanimously adopted Ordinance No. 2‑1‑26 O on Feb. 10, 2026, rewriting Chapter 9 of the city’s Business Licenses and Regulations to create a tiered permitting system for special events and to allow certain for‑profit events under defined standards.
City Manager Kyler Ludwig told the council the rewrite responds to growing demand for both community and private events and replaces a previous case‑by‑case approach. The draft ordinance clarifies event definitions, establishes tiers based on size and impact, and specifies insurance, neighborhood notification, enforcement, and appeal procedures.
Council members discussed concerns raised during an earlier public hearing in October 2025 about costs and insurance requirements for small organizers. Ludwig said the tiered structure is intended to reduce burdens on smaller community events while requiring additional coordination for larger gatherings. Councilmember Banks asked whether fireworks could be permitted outside established holiday windows; staff replied that fireworks would require licensed professionals and could not simply be ignited by members of the public.
Councilmember Heaton moved to approve Ordinance No. 2‑1‑26 O, with Councilmember Chamberlain seconding. The motion passed unanimously with Councilmembers Shrope, Heaton, Corry, Banks and Chamberlain voting yes.
The ordinance is scheduled to take effect April 1, 2026. Staff will implement the new permitting procedures and provide guidance to prospective event organizers about tier thresholds, insurance expectations, fee waivers, and neighborhood notification requirements.
