What the commission decided:
- Item 3 (Kenosha Water Utility maintenance building at 4401 Green Bay Road): Motion to receive file and refer to staff for final action was approved.
- Item 10 (CDBG allocation plan 2026–2028): The commission concurred with the CDBG committee recommendation and approved the plan to move forward to administration (subject to availability of federal funds).
- Item 16 (Alford/JCPenney conceptual plan): Commission received the conceptual plan for further work; no final entitlements were granted.
- Item 1 (Johnson Bank conditional use permit): Commission approved the conditional use permit as amended (condition 2(e) modified to raise column masonry treatment) and retained staff conditions on materials where applicable.
- Item 2 (Meadowood apartments clubhouse and garages): Approved subject to previously established conditions.
- Item 4 (Towne Place Hotel): Commission established conditions and requested clarified exterior material samples and engineering details before final approval.
- Item 5 (Jordan Motors vehicle facility): Commission established conditions, added a requirement to remove or clad a storage container, and directed the applicant to return with permit-ready items; staff emphasized inspections and a 12-month window for perfection of the conditional use permit.
- Items 6–9 (quitclaim dedications and vacation/resolution for 16th Avenue): Approved collectively.
- Item 11 (Speedway pylon sign special exception): Approved with requirement for an acceptable landscape plan to be installed by 06/03/2026.
- Item 12 (Certified survey map 14801 16th Street): Approved subject to attached resolution/conditions.
- Items 13–15 (Blackhawk/Continental conceptual master plan and comp-plan amendment): Commission received the concept plan and asked that comp-plan/zoning items be withdrawn at this time pending more detailed design work; item 13 was received and items 14–15 were withdrawn for refinement.
- Item 17 (Pizza Ranch concept): Received for comment; staff and commissioners requested façade articulation and compatibility with adjacent building massing.
- Item 18 (Strawberry Creek duplex conversion concept): Received; staff noted rezoning and subdivision steps will be required to convert condominium parcels to fee-simple duplex lots.
- Item 19 (Rezoning initiation for former Boys & Girls Club property): Commission initiated rezoning from Institutional Park to RG2 General Residential and scheduled follow-ups.
Several votes were procedural and approved by voice vote with commissioners generally supporting staff recommendations or moving items forward for additional review.
