Chair of the Sex Offender Review Board read the petition asking that Price be allowed to reside at a specific address and then asked the petitioner questions about treatment and compliance. The petitioner (hereafter "the witness") told the board they completed treatment "last year" in New Lisbon and said they had participated in several programs while in treatment. The witness said their agent and program facilitators created an aftercare plan and concluded "I didn't need no aftercare," and that they have been working, staying busy and following the steps learned in treatment.
The chair asked several clarifying questions about the timing and location of treatment and whether additional community-based treatment was recommended. The witness confirmed the treatment finished last year and that their supervising agent had not recommended further treatment in the community.
Board members discussed procedural options but were unable to move to a closed session because entering closed session would require a vote and the board did not have a quorum. The chair proposed a short off-the-record pause to wait for additional members, but when quorum was not achieved the meeting was returned to the record and formally closed without a vote. Chair stated, "We are back on the record for the Sex Offender Review Board. And considering there was no quorum, we are ending the meeting." (Chair)
Staff announced the next regularly scheduled meeting would be Aug. 14; the chair said the September meeting would be considered if the board could not meet on the 14th. No motions, votes, or formal directions for staff were recorded during the session.
The petition referenced a residence read aloud by the chair as "171702 60th street, number one"; the board did not standardize or corroborate that address during the session. The chair also noted this was the first time in eight years the board had encountered a meeting without a quorum during this process.
The board did not set a new hearing date for the petition during the meeting and no formal outcome was recorded. The matter will be eligible for decision when a quorum is present and the board reconvenes.
