Finance committee approves farmland lease, two hangar renewals and runway repair contract at Kenosha airport
Summary
The committee approved a 9.75-acre farmland lease for airport property, 20-year lease renewals for Hangar 18 Inc. and Casper Aviation LLC, and a runway crack-and-joint repair contract after airport staff said the work will extend pavement life and that the low bid came in under expectations.

The Kenosha Finance Committee on July 7 approved multiple airport-related items — a farmland lease, two long-term hangar lease renewals and a contract for runway crack-and-joint repairs — after airport staff described compliance and expected longevity benefits.
Brian Kader, director of public works, said the farmland lease covers 9.75 acres of airport land (out by the airport) and that the current contractor, shown in the transcript with two spellings as "Gitzbach Farms Incorporated" and "Gitzlaff Farm," holds the present contract. Kader said the rate is $175 per acre and that the lease had been approved by the airport commission.
Greg Huckle, filling in for the airport director, described tenant compliance for hangar leases and said updated tail numbers for units were provided. He told the committee both Hangar 18 Incorporated and Casper Aviation LLC were in good standing and that the proposed renewals are for 20 years.
The committee also approved a repair contract for Runway 7R/25L and associated Taxiway C. Airport staff said the low bidder, Thunder Road, "came in far below what we were expecting at, 94,005 or $94,400,100 dollars," and that the repair work should extend the life of the runway and help prevent water intrusion into cracks.
Each item was moved, seconded and approved on recorded voice votes.
Why it matters: long-term leases affect airport tenancy and revenue; runway maintenance is presented as a safety and lifecycle investment for airport infrastructure.
The committee approved the farmland lease, the two hangar lease renewals and the runway repair contract and recorded ayes from members present.
