Finance committee approves corrections, levies assessments for Kenosha sidewalk program

On July 7, 2025, the Kenosha Finance Committee voted to correct a prior assessment resolution and to levy special assessments for project 241206, a west-side sidewalk and curved gutter program, following an explanation from the director of public works.

Brian Kader, director of public works, told the committee that two parcels from last year’s sidewalk program were not included in the final assessment after construction changes. “These are two parcels on last year's sidewalk program that, when changes were made during construction... those changes didn't make it to the final assessment,” he said, and asked the committee to approve adjustments “consistent with what was agreed to on the field.”

The committee opened the matter as a public hearing, heard Kader’s explanation and then moved and seconded approval. The chair called for recorded votes; the motion carried with the members present voting aye. The committee also approved a related resolution to levy special assessments for project 241206, described in the meeting as the sidewalk and curved gutter program (west), with Kader noting the levy is tied to construction costs and benefits to adjacent properties.

Why it matters: correcting the assessment record and levying special assessments changes which properties pay for construction costs and ensures the city’s accounting matches field-built work. Kader said the corrections simply align the assessment roll with field agreements reached during construction.

The committee approved the corrections and the special-assessment resolution by voice votes called for each member; the meeting moved on to other agenda items.
