What the votes mean: The data‑center SUP requirement does not itself set numeric limits on water or energy use; instead, staff said SUP applicants will be required to provide utility impact studies, power availability letters and other technical analyses so council can attach site‑specific conditions. The bond ordinances set authorization parameters; the actual bond sales and project allocations will follow established sale procedures.
