Fairfield council adopts amended budget, earmarks $600,000 for new well and adopts tentative 2026-27 budget

The Fairfield Town Council approved an amended budget for FY2025-26 and adopted a tentative budget for FY2026-27 after staff presented revenue changes and capital priorities.
Cody (speaker 10, town staff) walked the council through the amendment that adds realized property-tax and landfill receipts, a $400,000 park grant, additional building-permit revenue and adjustments for water impact fees. On a motion to approve resolution R2026-09, the council recorded a roll-call vote and passed the amended budget.
During the tentative-budget discussion, the mayor recommended earmarking $600,000 to drill a new well in the Light Industrial West area; the town expects $1.6 million returned from the Inland Port Authority, of which $1 million would repay previous water-line costs and $600,000 would fund a new well. "I would recommend allocating that 600,000 for drilling a well," the mayor said, asking council support to move forward with design and planning.
Councilors discussed estimates: one speaker noted a recent well in a neighboring area required deep drilling and cost roughly $1 million, while others said $600,000 should be a reasonable design budget for the coming year and recommended advancing project design and allocation in the capital projects plan. The council also discussed town-hall improvements, a pavilion and restroom design for the park pending grant awards, road cost-shares for Allen's Ranch Road (Fairfield's share roughly $100,000), and a proposed $50,000 placeholder for town-planner services depending on scope.
The council debated staff and elected-official compensation studies and requested comparable wage data before any personnel changes. On a motion, after hearing staff—s presentation, the council adopted Resolution R2026-10 adopting the tentative budget for FY2026-27; the council set a public hearing/adoption schedule tied to statutory deadlines and planned to finalize numbers at the June 24 meeting.
