Homeowner reports slab water intrusion; CDD hears NPDES update and approves drainage easement

During public comment at the Oct. 22 meeting, Oak Run resident Lynda Sorensen described water intrusion under her home’s slab that caused buckling of wood flooring and elevated moisture readings. She said inspections found no plumbing or HVAC leak and that a foundation specialist recommended perimeter drain tiles and 5'–10' downspout extensions; Ms. Sorensen told the board she had asked the HOA for drainage help and sought CDD coordination.
Board Chair Bob Schultz and District Manager Mrs. Adams told Ms. Sorensen that drain tiles are typically an HOA responsibility, though Schultz said ponding might be addressed by the district in limited cases. Operations Manager Shane Willis asked whether the water source was known; Ms. Sorensen said no definitive origin had been determined and that excessive soil moisture and ponding were suspected.
Separately, Mr. Mark Zordan presented the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report. He said Lee County reviewed and approved the report and it will be submitted to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. Zordan noted a new permit is expected in the fall but timing is unclear, so reporting will continue into Year 8; Johnson Engineering attends bi‑monthly Lee County NPDES meetings and provides minutes to the District Manager.
District counsel Tony Pires presented a proposed template Grant of Easement for drainage from the PSGRC to the River Ridge CDD and said it can be used repeatedly with a specific sketch and legal description added each time. Mr. Krebs noted he is preparing two more drainage easements (Seaside II and Golf Course area). The board approved the Proposed Grant of Easement for Drainage from the PSGRC to RRCDD on motion by Mr. Blumenthal, seconded by Mr. Schultz, with all in favor.
