River Ridge CDD appoints Keith Merrill to vacant board seat and elects officers

The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to the board’s vacant Seat 1 and adopted a resolution reorganizing officers.
Board Chair Bob Schultz nominated Merrill, a longtime Pelican Sound resident who has served on multiple HOA boards; there were no other nominations. On motion by Mr. Schultz and seconded by Mr. Robert Twombly, with all in favor, the board approved the appointment to the unexpired term ending November 2026.
Mrs. Adams, acting as a notary, administered the Oath of Office to Merrill and, together with District counsel Tony Pires, reviewed required filings and ethics obligations including the Sunshine Amendment guidance, Form 1 disclosure and Form 8B voting-conflict memoranda.
Shortly after the oath, the board considered Resolution 2025-01 to elect and remove officers. Mr. Kurt Blumenthal nominated the slate: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as an Assistant Secretary. The resolution also removed James Gilman from the board’s officer list. On motion by Mr. Blumenthal and seconded by Mr. Mountford, with all in favor, the board adopted Resolution 2025-01.
The changes take effect immediately; Mrs. Adams confirmed that standard post‑appointment training and public-records instructions were provided to the newly sworn supervisor. The board scheduled its next meeting for Nov. 19, 2024.
