Board of Estimates opens construction and procurement bids; staff note missing bonds and one solicitation with no bids

City procurement staff conducted a public bid opening June 17 that covered multiple construction contracts and smaller procurement solicitations.

Casey, the bid opening official, read bids for several transportation and parks projects and said that tabulation sheets would be posted by the end of the business day. Notable results included:

- RP24821R Patterson Park Pool House renovation: Wolston Construction Company ($2,583,000); IMAC/IMEC Group LLC (base bid read as $2,215,206, with staff noting an unsigned/missing bid bond); Triumph Builders Inc. ($2,700,000); North Point Builders ($2,560,279); Benky Construction ($3,077,000). Staff noted document-stapling and duplicate-marking issues that complicated reading and indicated agencies will determine how to treat missing or unsigned bid bonds.

- TR26002 (reconstruction of footways citywide): Santos Construction ($3,611,860); J Villa Construction ($2,922,747.50); Priority Construction ($2,999,202).

- Multiple resurfacing packages (TR26012, TR26013, TR26014, TR26015) drew bids from Gray and Sun; P. Flanigan & Sons; Manuel (M. Louise) Construction and others, with bids generally in the multi-million-dollar range (examples: TR26012 bids included $8,175,000; $8,247,497; $7,235,917.83).

Procurement notes and irregularities: RFQ0000821 for portable chemical restroom rentals received no bids. For RFQ0000827 (safety and operational readiness equipment for the Baltimore Police Department) MES Service Company LLC was the only bidder; staff read the bid at $51,182.75 and said Treasury would handle an associated check. For RFQ0000789 (network access control, Part B pricing) staff read two price proposals: DISYS Solutions ($115,000) and Blue Ally Technology Solutions LLC ($99,175).

Casey reminded viewers that if duplicates are not clearly marked, staff forward all copies to the agency reviewing the procurement as originals. The next bid opening was announced for July 1, 2026 at 12:00 p.m., and staff said results would be posted online by close of business.

Why it matters: Public bid openings create the official record of offers and any procurement irregularities (missing bonds, unsigned forms, or no-bid results) that agencies use to determine responsiveness before award. The meeting flagged at least one unsigned bid bond and one solicitation with no bidders, both of which can affect timelines and contract awards.
